The theme for 8th annual Offshore West Africa Conference and Exhibition is Capacity Enhancement, selected to underscore the
industryŃ—s current capacity-related issues concerning development off the West of Africa.
As more fields offshore West Africa move into production, capacity enhancement becomes increasingly more critical. The changing environment necessitates greater project control, which can take many forms. Some key elements of capacity enhancement that demand attention include:
- Technology transfer
- Health, safety, and environmental issues
- Resource management and training
- Promoting and developing local infrastructure
- Project Financing
- Gas commercialization

Analysts have predicted that 2004 and beyond will mark the onset of a major growth phase for West Africa. Oil companies are continuing to invest huge sums in large field development off Nigeria, Angola, and Equatorial Guinea. And with some of West AfricaŃ—s deepwater acreage seeing drilling activity for the first time, new regions could soon join the list of significant fields under development. According to Dr. Andrew Latham, principal consultant at Wood Mackenzie, who addressed participants at Offshore West Africa 2003, "West Africa is poised now for a real quantum leap in oil production." Intelligent investors will be ready to make that leap with confidence, provided the capacity exists to accommodate growth.
The Offshore West Africa conference will be organized into concurrent sessions that address critical capacity enhancement and technology issues. Each session will include several presentations and will be followed by a period during which conference participants can enter into discussion with the presenters. In the interest of encouraging young talent in the offshore industry, the organizers are encouraging participating companies to promote their young professionals (< 35 years of age). Their participation is strongly encouraged, and special discounts are available to accommodate them. |
