Victor Barnes
Mr. Barnes has a long career in HIV/AIDS and related healthcare issues. Before taking his position at CCA, Mr. Barnes worked for The National Center for HIV, STD and TB Prevention, a part of the Centers for Disease Control and Prevention, in Atlanta, Georgia. Mr. Barnes served as the Deputy Director of The Division of HIV/AIDS Prevention and most recently as the Associate Director for External Relations in the Division of HIV/AIDS Prevention. While at CDC, he directed the Business and Labor Responds to AIDS Partnership, a public-private partnership initiated in 1992 to engage the U.S. private sector in HIV/AIDS prevention in the U.S. and abroad.
Mr. Barnes began his federal government experience at the Department of State in Washington, D.C. as a development officer for the U.S. Agency for International Development (USAID). After twelve years, serving primarily in sub-Saharan Africa as a human resource officer, Mr. Barnes joined the Division of HIV/AIDS Prevention at USAID. He began his HIV/AIDS prevention work overseeing the USAID HIV prevention program, which provided funding and technical assistance to 35 countries to develop and implement HIV prevention programs. He remained with that program for seven years, eventually becoming the Acting Chief of the Division.
Mr. Barnes holds a BA degree in French, an MA in African Area Studies and a PhD in International Development Education. He speaks both French and Swahili.
Neel Lattimore
Special Advisor to the President, Washington, DC

Neel Lattimore
In 1993, Mr. Lattimore joined the White House staff of First Lady Hillary Rodham Clinton as deputy press secretary. In 1995 he was promoted to Special Asssistant to the President and Press Secretary to the First Lady until he departed the White House at the end of 1997. After leaving the White House, Mr. Lattimore worked for a leading international consulting firm and became actively engaged in the fight against HIV/AIDS. Before joining CCA, he served as Director of Communications for the International AIDS Trust and as the Assistant Trip Director for Bill Gates’ 2002 Trip to India.
In 2003, Mr. Lattimore started his work at the Corporate Council as Executive Director for the Coalition for AIDS Relief in Africa (CARA), an organization created by the Corporate Council on Africa (CCA) as a 501(c)(4) to bring together representatives from business, government and civil society to present unified support for President Bush’s State of the Union pledge to provide $15 billion in emergency aid relief for HIV/AIDS in Africa.
Mr. Lattimore currently serves as Special Advisor to the President at the Corporate Council on Africa.
Caroline Hope, M.A.

Caroline Hope
Caroline Hope is a graduate of the Fondation National de Sciences Politiques in Paris, France where she received her MA in European Studies. Before studying in Paris, Ms. Hope earned her BA in International Relations and French from the University of North Carolina at Chapel Hill.
Previously, Ms. Hope has worked for the French Consulate in Atlanta, Georgia as Assistant to the Press Attache. Currently, she volunteers with the Whitman Walker Clinic AIDS in Washington, DC to support people living with HIV/AIDS. She has been with the Corporate Council on Africa since April 2003.
Ms. Hope is originally from Charlotte, North Carolina but has spent time in several European countries and speaks fluent French.
Maty Niang Touré, M.A.

Maty Niang Touré
Maty Niang Touré is a graduate of Howard University in Washington, DC where she earned an MA in International Relations with a concentration in African and International Development. Ms. Niang is also the recipient of the prestigious Patricia Harris Fellowship at Howard University. Maty Niang Toure received her bachelor's degree from the University of North Florida in Jacksonville, Florida.
Prior to joining CCA, Ms. Niang-Touré worked at Howard University, Merrill Lynch, and in Africa-based non profit organizations. Maty Niang Toure is a native French and Wolof speaker. She also has a good knowledge of Spanish. Prior to moving to the United States, Ms. Niang Touré resided in France and several African countries.
