Jeff Richardson became the first Executive Director of the Abbott Laboratories Fund’s Step Forward program – serving AIDS orphans and vulnerable children in the developing world -- in December of 2000. In 2002 he also assumed responsibilities for managing the Tanzania Care program where Abbott is supporting efforts to rebuild the healthcare infrastructure and systems in Tanzania. He has more than 25 years of experience in the health and human services arena and has been doing AIDS related work professionally and/or as a volunteer since 1983.
Jeff has held a variety of positions in the public and private sectors. Prior to joining Abbott, Jeff was a Managing Director of Burson-Marsteller’s Healthcare Practice and was also the executive director of the GMHC, the nation's largest AIDS service, education and advocacy organization. In addition, he ran two state agencies for the state of Indiana under Governor Evan Bayh for four years. As Secretary of the Indiana Family and Social Services Administration, he led a 13,000-person agency with a $4 billion budget that included responsibility for the state's mental health, welfare and human services programs. Prior to that, Jeff served as the Commissioner of the Indiana Department of Human Services, which served the elderly, people with disabilities and low-income families.
Jeff started his professional career in Eli Lilly & Company's corporate affairs department. He then worked with two major NYC-based agencies, BBDO Health and Medical Communications and Manning, Selvage & Lee.
Jeff holds a JD in Law, an MPA in Public Administration and a BA in History -- all from Indiana University-Bloomington. While at IU, Jeff was elected and served a four-year term on the Bloomington City Council. Jeff was also an adjunct professor for seven years, teaching for three years in the IU School of Public and Environmental Affairs (SPEA) and four years in the City University of New York’s graduate political science department.
