Profile
John M. Horne was appointed by the Bush Administration to be the Executive Director of the U.S. Department of Commerce’s Office of Export Assistance and Business Outreach in October 2001. Mr. Horne oversees programs which link U.S. exporters to federal trade policy makers, industry analysts, export assistance programs, and trade-related information. Specifically, he oversees the President’s Export Council, the premier forum for business, industrial, agricultural, labor, and government representatives to advise the President on trade issues. He oversees 22 other advisory committees through which the private sector provides industry-specific input and expertise into trade policy development.

Additionally, Mr. Horne is responsible for trade-related programs targeted to small- and medium-sized (SME) exporters. He represents the U.S. Government and SMEs in trade policy development in multilateral fora such as the Organization for Economic Cooperation and Development (OECD), Asia-Pacific Economic Cooperation (APEC), and the World Trade Organization (WTO). The Small Business Program also administers the federal government’s only advisory committee dedicated to SME trade issues (the Industry Sector Advisory Committee on Small and Minority Business for Trade Policy Matters). Mr. Horne also oversees the USA Trade Center and Trade Information Center, which provide SMEs with fast, easy, access to tariff rates, import documentation requirements, and other trade information through the Department of Commerce’s 1-800 USA-TRAD(E) export counseling hotline and website. Mr. Horne is working to expand the awareness of these programs, to expand the scope of Trade Development’s outreach to the private sector, and to increase the synergies of these programs through the USA Trade Center, located in the Ronald Reagan International Trade Center in Washington, D.C.

Over the past twelve years, Mr. Horne has had a rich career in both the private and public sectors. He has an extensive background in international business development and marketing. He has traveled to approximately 50 countries and lived in five foreign countries for nearly six years. Most recently, Mr. Horne served as Director of Administration and focused on Asian acquisitions for a fortune 500 manufacturing company. Prior to that, he was the Director for Global Marketing at MCIWorldCom based in their international headquarters in London, England. Previously, Mr. Horne was the Executive Assistant to the Chairman and CEO for a telecommunications consulting firm based in Hong Kong.

In addition, he served on the White House Advance Staff for President George H.W. Bush, worked with the “Bush for President” campaign and the 2001 Presidential Inaugural Committee.

As a native of Arkansas, he is dedicated to his hometown of Russellville as well as the state.
Mr. Horne holds an MBA degree from the University of Arkansas, a Finance degree from the University of Tulsa, and studied International Business at the University of Salzburg, Austria.
