“INFRASTRUCTURE PROJECT SUCCESS STORIES”

Plenary Description

Energy, water, transportation, and information and communication technology are re-emerging as priority areas of attention on the agendas of leading development institutions such as the African Development Bank, and are equally important business growth drivers for commercial banks and international businesses. New, well-funded bodies that focus specifically on African infrastructure development are being developed rapidly. The Millennium Challenge Corporation has committed close to $3 billion in development funds to African countries, and these nations have prioritized infrastructure development as a core part of their compacts. Still, there is a role for the private sector. Public actors are seeking ways to establish their development objectives in partnership with the private sector. Panelists will highlight the growing impetus behind infrastructure development in Africa and assess some of the key priorities for ensuring that new projects are successfully completed. Specific opportunities for U.S. companies to support African infrastructure development also will be discussed.

“BUILDING COMPETITIVE AFRICAN AIR TRANSPORTATION INFRASTRUCTURE”

Description

“Safe Skies” are a prerequisite for increased trade and investment as well as long-term economic development in Africa. Safety, security, air navigation, and capacity-building components complement the U.S. Government’s efforts to conclude the Open Skies agreements with key African countries and promote code-share agreements between U.S. and African airlines. The panel also will address: (1) the increased number of sub-Saharan African countries that meet International Civil Aviation Organization safety standards; (2) the increased air transportation direct service; and (3) the increased international and inter-regional trade. The panel also will also discuss the presidential initiative “Safe Skies for Africa” as a lead strategy to modernize Africa’s air transportation.

Description

The foremost mission of the U.S. Africa Command (AFRICOM) is to help Africans achieve their own security. Panelists will highlight the positive impact that AFRICOM may have on United States-Africa relations through enhanced consultations and engagements in regional security, capacity-building, and humanitarian assistance. The focus of the discussion also will pertain to infrastructure development priorities that will arise throughout Africa as a result of AFRICOM’s presence. Panelists will overview the vital role of the private sector in the development and success of those new projects.

Description

A convergence of factors such as the inability of local African lenders to provide substantial long-term financing and the hesitation of international financiers to provide funding because of the perception of non-repayment risk have created numerous mechanisms for developing and financing infrastructure projects. Private capital, BOOT (build, own, operate, and transfer), and Public-Private Partnerships are a few models of project financing that are employed in Africa today. Key growth sectors where these new financing models are being employed are: power, telecommunications, and transportation infrastructure. Panelists will discuss the evolving infrastructure project financing landscape in Africa, the availability of strong local partners, and the many challenges and opportunities on the continent. Boosting economic growth in sub-Saharan Africa is dependent on expanding infrastructure investments, improving the investment climate, harnessing skills for innovation, and building institutional capacity across the continent. These actions are among the most critical mechanisms for Africa to lift millions of its inhabitants out of poverty. The closing luncheon identifies opportunities, constraints, and strategic choices that face African countries in their quest for achieving the growth necessary for poverty alleviation. Business opportunities do exist in Africa, and the CCA’s 2007 Infrastructure Conference: Building on Stability offers the U.S. private and public sectors the blueprint to build sustainable trade relationships with African countries.
