Reforming Public Sector Enterprises in Ghana
June 8 - Louis Berger, in conjunction with the Ghanaian firm Kwame Asante and Associates, was selected to design and conduct a study of the Kwame Nkrumah University of Science and Technology (KNUST), Ghana's most prestigious technical training resource, located in Kumasi, as well as of the Management Development and Productivity Institute (MDPI) and the Institute of Professional Studies (IPS), both located in Accra. Under the World Bank-supported National Institutional Renewal Program (NIRP) for the comprehensive reform and streamlining of public sector enterprises, KNUST, MDPI and IPS will be among the first of 17 institutions to receive technical assistance. Models developed will subsequently be used for other institutions.
At KNUST, the consulting team will analyze the organizational structures, activities, functions and productivity of each department and activity; determine which of these activities, departments and outputs have potential commercial viability; conduct a thorough local and regional market analysis to identify potential services and/or products; design commercialization/streamlining models for selected departments and activities; and prepare plans and capital management strategies to implement commercialized entities. In addition, the team, working closely with senior institutional officials and members of the NIRP, will assess training and development needs of university personnel, oversee implementation of the business plans and monitor their effectiveness in terms of revenue generation.
