CCA Staff

Stephen Hayes, President Stephen Hayes, the President of the Council, was appointed in August 1999. Immediately prior to his appointment, Mr. Hayes was a consultant to Winnington Limited of London, a private European holding company. He was involved in issues affecting the African oil trade as well as the development of agricultural projects in Africa. He was also international projects advisor to the Washington-based firm of Cohen & Woods International, which specializes in U.S./African economic and political relations.

Prior to joining Winnington, Mr. Hayes was president of the American Center for International Leadership and international program director for AFS International/Intercultural Programs. A graduate of Indiana University with a Masters Degree in agricultural economics from Texas A&M University, Mr. Hayes has also served as director of International Projects at the University of Denver. He served several years as a consultant to the UN Development Program and has chaired and directed more than 25 international conferences.

Anita Henri, Director for Development and General Counsel Ms. Henri came to the Corporate Council on Africa from the Washington, DC law firm of Arent, Fox, Kintner, Plotkin and Kahn, where she was senior associate and helped to develop the African Practice Group. Before joining Arent Fox, she was senior counsel to the Export-Import Bank. Ms. Henri has a LLM degree with honors in International Finance Law from the London School of Economics; a JD from Howard University; and a BA degree from American University. As Director for Development, she is responsible for fund-raising, membership and selected special projects ("Financing Investments in Africa").

Timothy S. McCoy, Director of Programs Mr. McCoy was a Senior Program Officer at the Washington, DC-based National Democratic Institute for International Affairs. At the NDI, he organized international election observation delegations to 10 African countries including South Africa (1994) and Nigeria (1999), and oversaw programs in West, East and Central Africa. A graduate of the University of Tennessee, Mr. McCoy was a consultant to the US State Department's Foreign Service Institute before joining NDI. His responsibilities at CCA include, but are not limited to, Trade Missions, the South African and West African International Business Linkages, and Business Seminars in Africa.

Greg Saunders, Director of Policy and Services Mr. Saunders joined CCA after serving as Director of Central Africa in the Office of the Secretary of Defense, Defense Attache in Mozambique, Chief of Military Cooperation in Senegal and UN Military Observer in Egypt and Senegal. A West Point graduate, he has an MBA from George Washington University and an MA in National Security Affairs from the Naval Postgraduate School. He is also a graduate of the French Ecole Superieure de Guerre. He is responsible for working groups, the Meetings Program, research services, and CCA Forums.
